a proxy can let you surf the Internet anonymously. If your blocked from a website just use a proxy likekproxy.com and you will no longer be blocked, but only if you use that proxy. Theres hundreds of proxy websites

a proxy is a sever you can use to get on to sites like bebo, myspace etc that are blocked at school, work etc
