OK off the top of my head, and dependent on how you ban people and how your database is set up...you could try useing cookies. When a banned user trys to login set a cookie on there machine, then on your sign-up page check for that cookie and if it's present don't let them sign-up.Or checking there e-mail address On the sign-up processing, check for a banned users e-mail address (thro unless you ban all hotmail, yahoo and gmail accounts from signing up, this is unlike to work)Keep a watchful eye on the log's Note (to your self) what IP address banned users use, then if anyone starts to look like there a spammer (or whatever you ban people for) check to se if there ip's match, if they do then don't warn them just ban them (harsh IMHO)Personaly I'd go for option 1, OK all the banned person has to do is clear the cookie files but for most users that 1) a pain and 2) difficult to do, and unless the banned person ends up reading a post like this (and knowing it's about your site) they may never know how you manage to do it.

Essentially you can't...BUT...Keep an up-to-date list of the proxies in use out there (there is a Yahoo! Group that does that quite nicely), and everytime someone posts a new proxy, bar it immediately. Next, make sure that your server(s) are secure. If they are not, innocent persons can be victimised. I've personally had someone either spoof my ID on one server, or mirrored it to enable him to post some rather ... crude ... racial slurs using my game name. Neither I nor the persons it was aimed at were appreciative of his postings. The problem is, most of the tools that will allow you to do precisely this are hacking tools, and simple possession, let alone use of same are criminal offences. While I don't know the program's name, there are client server programs that require an actual IP confirmation from the ORIGINATING computer, and not a proxy before you can even access the site. It is essentially a beefed-up version of the "confirmation code" many sites have to defeat spambots.Good Luck!
