I have a question related my wifi connection! I cant use my internet connection

without proxy server!? i live in a hostel and my wifi owner gives connection without proxy if needed as if he gives connection with proxy then my speed gets slower and i cant open my yahoo webcam...now the problem is i used connection without proxy but now its not working without proxy so he has told me to put proxy so its slow and without cam now...i am able to detect and connect his wifi without proxy but it wont identify...i am using windows 7 ultimate... plzz help me... i think if no one helps me here then i have to buy some costly internet...or tell me how do i open webcam with proxy ...help me anyhow plzzzz thanx
