is unreachable) ...Why?

Your proxy server is down or you got some network connection issue. Try to pinging your proxy it responded, using MS DOS Command prompt, type "ping proxy.ip.address"

If you let us know the site url we will be able to help you more. 0.0.0.1 is not a valid IP so please check that.
