Is there any way to make/host your own proxy site?

I'm having truoble with my internet explorer,, whichhas blocked all the websites i've been on in the last month including google. Therefore i need a proxy site to bypass the system, however i want a secure one that i would be able to use all the time therefore i was wondering whether its possible to create my own?Thanks

If the problem is Internet Explorer, why duck the issue and install a proxy. Fix IE or install Firefox instead.
