How to host a proxy server from home?

I have a windows vista pc, and was thinking of hosting a web proxy from it, as i keep my computer on when i'm at school, and wanted to make better use of the bandwidth. I could use the proxy myself to bypass school restrictions, or i could list it publicly and let anyone on the net use it. Only thing i'm afraid of with listing it publicly is that people might use it for illegal activities and get me screwed. so i need some software which can host a proxy server on my computer on a particular port, and allow anyone to use it without a password, but should have some kind of admin or packet sniffing capability so i can see what the users are doing and that they're not misusing my connection.btw, windows software is preferred, but i have a mac laptop as well and could install unix as well, so any software suggestions for any platform is welcome...
