The first thing you need to do is to make sure that you fix the problem that you are being accused of. For example, this one sounds like it's saying that you're listed on their open proxy list, which means that you allow others to proxy through you without authentication. You're going to have to find out 1) if you installed a proxy that's allowing others to use it without authentication, or 2) someone else installed it "for you" and is using your site to send their Spam/crap around the Internet or pose as you to web sites. 3) You may also be using a proxy server on the Internet to access the site that's been black listed. Not knowing what you have setup on your computer and how your network is setup, this is something you have to figure out. Most likely, if you didn't do it yourself or know what they're talking about, you've probably been hacked by someone else. Another reason they could block you is because the domain you are coming from is well known to have those issues... There are different spam lists that you need to get your name taken off of. It depends on which one you are listed and the process that it takes to get taken off. Normally, though, you submit your IP Address and they test to make sure that you're not in violation of whatever reason they blocked you and, if you aren't violating those reasons, they remove you.
